since i have wifi at home, at work, and at most places i visit, the issue of tethering is moot for me, and if i'm in the odd spot where all i have is cellular coverage, this is why i own a smartphone. my tablets are just extensions of my laptop, used where having the bulk is not convenient, and battery life is better. i use tablets where i'd normally use a laptop, and since i need wifi for my laptop to work, it makes no sense to want 3G there or some other method
