I don't find having a WiFi only tablet to be a problem. Wifi is in a lot of public places, as well as my home and where I work. The few times that I absolutely needed to use it and didn't have WiFi I did tether. This has been a grand total of 6 times over 3 years. Getting a tablet with data radios and paying for a data plan wouldn't be worth the money considering how often it would have been useful.
