Default I added my Google Account to "Accounts" but still can't use Google Play Web Store

Hello,

My friend lent me his phone. I'm trying to download an app from the Google Play store on the web. I've already added my Google Account inside Settings/Accounts and Sync.

When I press the green install button, I get this error message.
