Its not a "bit" of a scam. It IS a scam. You're essentially paying to use the same connection twice and paying for the privilege of letting your phone forward its internet connection to another device. Its like the if your state DOT started making you pay 3 times the tax on your vehicle because its registered under 3 names.
The only reason limited users on Verizon have free tethering is because the FCC ordered them to. Otherwise they would gladly make you pay for 2 GB for your phone and 2 GB for everything else.
