There are plenty if apps which can set multiple volume levels at once (ring, notification, system, alarm), some of which have been named in this thread. Almost any "sound profile" app can do this manually, while others we've named can automate this. You aren't limited to a built-in"silent mode" (which may leave some sounds on).
