I've been observing the same behavior in the Chicago area since long before there were any electronic safety devices in cars. Because it predates electronic controls, and because none of the electronic controls and AWD can slow down a speeding car faster in heavy snow, I strongly doubt that the dysfunction is based on trusting technology. If I were to guess, I'd say that the most likely cause is people taking the warnings as a dare. "You wanna tell me to go slow? I'll show you!" In other words, egos run amok.
