As I recall, all color copying machines over certain capacity had the yellow dots thing incorporated... it was implented specifically to combat Monetary counterfeiting.

In the US, you have to reduce or enlarge paper currency by something like ten percent when copying it for academic use, by law. Again, that is IIRC.
