There is conflicting instructions from AT&T with regards to this.
If your a new customer obviously you need the sim.
If your an existing customer you take the sim from your old device.
I got an email when it was shipped with instructions that simply said to swap the sim.
The instructions in the box said to visit an activation URL that did not work for me.
When I called in the rep told me that the email instructions were correct since I was an existing customer and all I needed was to have my account provisioned for LTE.
YMMV.... if your new the activation URL is probably correct.
If your an existing customer swap the sim, per the rep.
If no LTE, call in and ask them to reprovision your account for LTE.
