S-OFF for recovery flash? If that's what you meant, then no. AFAIK, S-OFF is the writeflag security that permits users to write to the radios and device partitions, but Viper already put out a mod that gives perm root + /system rw.

EDIT: It seems that when the bootloader is unlocked via HTCDev, it allows writing to certain partitions via fastboot, which may explain why/how recoveries are being installed.
