EDIT: It seems that when the bootloader is unlocked via HTCDev, it allows writing to certain partitions via fastboot, which may explain why/how recoveries are being installed.
Yeah, previous iterations of the htcdev unlock have meant that you can't write to the recovery partition unless you're in fastboot. If you tried to flash a recovery using GooManager or ROM Manager, it would fail unless you had full S-OFF.
