You are talking about public cable. This would be over the air broadcasts that would go to TVs with no parental locks available. Cable has to have some sort of box, at least it does over here, which would have parental controls. Paying attention is one thing and more parents should take initiative in that department. But allowing stuff like that to be broadcast over the air where a child can flip through the channels and happen upon it is not cool by me.

Edit: I think some people forget that people still use antennas/rabbit-ears to watch TV
