Default Requesting a file for Blocking Mode

My main workstation with adb is being weird with the new VZW S4.

Can anyone pull or direct to this file:

/system/app/SecSettings.apk

aka, just run:
adb pull /system/app/SecSettings.apk

It might also be named:
/system/app/SecSettingsProvider.apk

I'm looking into blocking mode, seems nobody cares about it. I have it from an ATT phone, but it's named differently, wanted to run a diff between the two.

I am not an android developer, but I'll leave this nugget from the VZW Note 2 that I have that is rooted.

NO YOU DO NOT WANT TO RUN THE COMMAND HERE, just look at the output, which is truncated:

root@android:/data/system # grep -Hr Dormant /
grep -Hr Dormant /
/firmware/image/dsp2.mbn:hdridle.c:HDR Active or Dormant
/system/app/SecSettings.apk:♀♀Dormant mode
/system/app/SecSettings.apk:¶¶Dormant mode enabled
/system/app/SecSettings.apk:§§Dormant mode disabled
/system/app/SecSettings.apk:▼▼Dormant mode enabled between %s
/system/app/SecSettings.apk:∟↔Mode Dormant activ├⌐ entre %s
/system/app/SecSettings.apk:▼▼DormantNoContactsTextAppearance
/system/lib/libdss.so:dsc_qmi_ioctl: Go Dormant request failed for link %d, with return code %d, qmi error code %d
grep: /sys/devices/platform/s3c2440-i2c.0/i2c-0/new_device: Permission denied
grep: /sys/devices/platform/s3c2440-i2c.0/i2c-0/delete_device: Permission denied
grep: /sys/devices/platform/s3c2440-i2c.1/i2c-1/new_device: Permission denied
grep: /sys/devices/platform/s3c2440-i2c.1/i2c-1/delete_device: Permission denied

Figured I'd ask here since everyone is so nice, then go over to xda later.
