To be fair, HTC might have held up its end of the bargain. They might have produced a valid update that Verizon either didn't approve of or never bothered testing. As Rxpert83 mentioned, the only way to guarantee yourself official updates is with an unlocked gsm Nexus. Any other device puts you at the mercy of either the manufacturer or the carrier, if not both.
