My GS4 is a i9502 from China - I bought this version specifically for the dual-SIM capability. Unfortunately, the Chinese version of the GS4 does not come w/ anything Google - Play Store, Market, Accounts, etc, are all blocked.
I've had the phone rooted to get around those restrictions - would a reset undo that?
You deleted system data, no reset will restore it. My original advice of reflashing, not resetting meant no data loss a all and I do not know where you got the idea that it would.
