A factory reset won't replace/restore your operating system. All it does is to delete downloaded apps and reset some settings. If you want to go back to ICS from JB you need to flash an ICS ROM and make sure that you disable automatic software updates. However, if you do that then AFAIK
you won't get any future updates to patch bugs or security risks with your chosen ROM as Samsung seems only to support/enhance the latest release, not older ROM versions. I have no idea whether AT&T do anything over and above.
For the international Note, which I have, there are instructions and links to old ROM image files on the XDA Forums. I imagine there are similar instructions for the AT&T Note, but it's not my area of interest so I haven't looked.
