Most custom roms remove the bloatware. For the One and most HTC phones there are two kinds of roms AOSP and stock. AOSP roms are pure android and don't come with what the manufactures put on top of the android operating system such as blink feed and ZOE. For HTC this is called Sense. You can find roms that are pure stock with most of the bloatware removed. Or you can find some like Viper Rom that has the bloatware removed and is mostly stock but has a couple tweaks to make it a little better like a transparent pull down. Other Roms will push the envelope and will include more updated OS like android 4.2.2 or even 4.3. Most of the time those roms have glitches and won't run all your programs that currently work on your phone.
My suggestion is if you just want to get rid of the bloatware look at a stock rom or one very close to stock such as Viper.
