But when I did format my data, I realized that my folder with all my gapps and the latest cyanogenmod is gone. I tried plugging my m7 into my computer but I can't see it on my computer. I am not sure where to go from here. Any help would be greatly appreciated
You going to sideload or push a new rom file to your phone via adb
here's a guide from XDA
http://forum.xda-developers.com/showthread.php?t=2318497

The guide is for TWRP Recovery but the same thing can be done from CWM recovery under advanced

it can also be done like this:
adb push rom.zip /data/media/0/

sorry to hear about your predicament. you need to always backup your sd card before formatting the card.

do you have a card reader? you can use that to move your cm rom file to the sd card.
LOL you evidently don't have a HTC One .. theirs no removable SDcard
