Is this a phone or charger issue or does the flashy light mean sommink specific? The phone does charge normally using vehicular 12v, but I don't like it because the electricity isney smooooth enough.

Could be either one. I had a charger that did that, but my phone actually had a notification it was the wrong voltage. I don't think it was really wrong voltage but a bad connector, since the cable was my HTC charging cable from my Evo3D. I would definitely try a different cable.
