There are several ways. The most direct, and the one I use, is to simply su - to root, then vi /etc/sudoers. Your choice of editor may vary. Just add a line as follows:

Defaults insults
Note, however, that since we removed the annoying password prompting for sudo, you're not going to actually SEE any of the insults! (Because you're not supplying a password, hence there are no errors to trigger the insulting messages.)
