I think he meant that you can buy the unlimited internet plan for regular cellphones that cost 10$, because the "smartphones" data plans cost something like 30$. The Galaxy is not considered a smartphone (no idea why).

I don't know if the cellphone uses a lot of kilobytes, and it depends on your usage, but I guess that 5 cents per kilobyte could cost a lot if you don't watch your usage.
