I changed the properties of the installer to run in compatibility mode for Windows XP sp2, and it's working fine for me (on Win7 pro 32-bit):

- Right-click on NeroMML-1.0.11.0.exe
- Choose properties
- Click the compatibility tab
- Check the "Run this program in compatibility mode for" box
- Choose "Windows XP (service pack 2)"
- Click OK
- Re-run the installer
