Using the mouse wheel to scroll down in pdf documents running on Android 3.2?

I have noticed that when browesing web pages the mouse wheel on Android 3.2 as experienced using the Acer A500 with a usb mouse allows for the mouse wheel to enable scrolling down the page. However, when using software like repligo Reader or beamreader for reading pdf files the mouse wheel does not work for scrolling - one has to press the left mouse button and drag the page downwards or upwards.

Is there anyway of making the mouse wheel do the scrolling in these kind of programs (from the Android OS) or do these kind of programs have to be coded to respond to the mouse wheel from their third party vendors
