Here's what their website says in answer to "Is Spoofcard Legal?" (Bold is mine):

Translation:
Like a knife, spoofcard is not, of itself, illegal. However, like a knife, certain uses (such as stabbing someone in the eye) may be illegal.
This made me laugh:
"For example, a handful of states have passed laws that make it illegal to spoof caller ID for certain purposes, such as "to mislead, defraud or deceive the recipient of a telephone call."
Now, if you're calling someone using someone elses caller ID information, by default you are misleading them. You are deceiving them.
You can just hide your number in the call settings so it doesn't show up when you call people---and that's 100% legal.
This app seems like it's just begging for trouble. In our age of ID theft, I see lawsuits in the future for this app. Costly ones.
