Does outsourcing Droid apps require a Droid phone?

Do I have to purchase an Android phone to outsource apps to other developers, as far as testing? Would there be any other reason to purchase a droid phone if I plan on outsourcing the actual building of the app?

Also, would I have to get a service plan if I decide to purchase the phone just for testing my apps?
