The guy that owns this phone told me this came with the ROM he installed on his phone. But is their an app that does this aswell?

I searched the Market and the only thing I fould was NotiFi Pro.

Not sure what's custom beyond the font used for that particular ROM. This is stock FroYo.

That looks like a MIUI rom. As far as I know, the latest Cyanogenmod is the only other rom that can do that, right now. The best you can hope for is for other rom developers to implement it into their roms. It's unlikely that an application will ever be able to do that.
