Ah, I see what happened. The GPS is turned ON in settings, but the icon wasn't up top, so I guess it shut off due to inactivity. Meanwhile, there's a little slider switch for location on the Twitter app. Somehow, I managed to turn it ON, so when I tried to post without the GPS active, the app was unhappy. Slid it to OFF and all is well, I posted successfully.
So, I fired up Google Maps and voila, the GPS communication icon pops up. Exit Google Maps, and the GPS icon goes away.
It would appear that the the GPS communication is on-demand, rather than constant. And that turning it on in settings just enables it, rather than actually making it active. Correct?
