@Laurajeremy: That is correct, it shows you most recent apps used, _not_ the apps currently running.
The closest I've found to being able to quickly switch between _running_ apps is to use Task Panel. TaskPanel v5.5.2 Application for Android | Tools
You can set it to run as a link in your notification bar, and set up the task list so that when you press on an entry it automatically takes you to that app. So, to switch between running apps, you would pull down the notification tray, press TaskPanel, press the app on the list you want to switch to.
The app Bar Control ( Bar Control v1.1.0 Application for Android | Tools) let's you put app shortcuts in your notification tray, so that regardless of whether or not they are currently running, you can quickly launch them from anywhere by pulling down the notification tray.
