Default Error when trying to sync HTC Evo to Exchange 2003

When trying to configure an Android HTC Evo to exchange server 2003, I get the following error. "failed to create the account. Please try again later."

Customer replaced a Windows phone which worked just fine so ActiveSync is enabled on the server.

Any ideas?

I think I found a possible fix. HTC required at least Microsoft Exchange 2003 SP2. The server I am working on has SP1. Now I need to get the customer's approval to install the update.
