Do apps transer to new Android phone?

When I buy a new Android phone in the future, any apps I've paid for... or will pay for as I haven't bought any yet... will they be able to be transferred to the new phone?

Yes. Apps are tied to your Google account, not the device. Sideloaded apps may differ though.
