What's your phone? My Samsung Galaxy SL has an "every 2 weeks option" in the calendar event repeat. Although of course its probably a Samsung thing.

I use Calengoo, it is very flexible and can be set to do every other week appointments. It's a paid app and I think it's well worth it.
There are a lot of free calendar apps that do that too, I believe Jorte does.

Google Calendar itself doesn't have this option, but my Sprint Samsung Epic 4G Touch does.
