Angry Malware from the Android Market

I seem to have picked up malware from the Android Market.

Now periodically (two or three times a day at least) a company called prizes2win takes over my browser and makes a spurious offer of a free iPhone. On further investigation, this appears to be a 2.50 a week subscription to a raffle.

Can anyone help with the following:

1) is this to be expected on the Android Market?
2) how do I identify which application smuggled this malware onto my device?
3) how do I remove this?
4) do I have recourse to any government bodies to make sure that others are not troubled by undesirable, uninvited guests?

I am new to Android, as you may obviously gather.

Done just rate it poorly though, be sure to include WHY in the comments (in addition to the standard fare of phone hardware and OS version). I would also email the Dev, so it's on his/her radar.

Hi Mr John my I ask if you have tunee music app on your phone
I have the app and the adds are coming from it I nearly got caught today you've won an IPhone 4 but this was 4.50 per week I think quickly came out of the brower.I'm going to delete the app. Edited app now deleted but it would only let me rate two stars

This doesn't sound like AirPush as the ad targets his browser, not his notification bar.
