com.Android.settings erased on huawei ascend

I have a huawei ascend that was rooted with z4root. ..while the phone was rooted the Android settings were erased. .. i tried resetting the phone and the settings did not come back and it unrooted the phone. .. i cannot access any phone settings and cant enable usb debug mode to reroot. ..what do i do???
