When I go to Mexico, will I be able to call the US free through a WIFI hotspot using GrooveIP?

This says you'd have to pay to use Google Talk from your phone, but that's because you'd be using a cell network. It also says you can make free calls with Google Talk through your PC, but that's what GrooveIP does I think. It makes what would be just "Google Talk through your PC" on your phone, and if using only WIFI, shouldn't this work for free calls from your phone from another country to the US?
