SugarSync does that, but you are doing it wrong. Make a folder or choose any existing folder you want. Set it to sync to SugarSync cloud. On SugarSync in your phone, go to your computer's synced folder, long press on the folder and choose 'sync to phone'. An actual copy of the files in that folder will be in your phone under sd>my sugarsync in your file manager. The actual JPEG or .doc or whatever files will be in that folder so you can browse them straight from your gallery app or your doc reader app. I don't have experience on iOS side but I expect it to work the same way.
