Default WiFi Network Mangager?

Hi guys. My brother has been threatening me with some function on his Motorolla Attrix HD that can turn the WiFi in the house on and off. How is he capable of remotely shutting off the WiFi network with his phone? I've been going through most of the suggested WiFi threads and I haven't come across something that matches this description.

He might be using a application that can turn off the wifi automatically.

It's an app called WiFi kill. It mirrors the router. You can shut everyone down, or be selective about the shut downs. I have... er, that is, one can imagine the fun of shutting down all apple products on a public WiFi spot. But, yeah, it's super easy to use.
