Default Using WebView for 3rd party site in free app OK?

I am curious about rules regarding the use of WebView. Specifically, I am working on an app that aids delivery drivers and want to make one of my tabs have a WebView with m.GasBuddy.com. Is this an issue? How about if I give the app away for free? They would benefit from potential traffic/ad clicks not me. Has anyone dealt with this?
