Default Virtualization with Android as host

I've just gotten a Toshiba Excite 10 which is quite the powerful little device. My hope was to be able to run a virtual instance of LINUX within Android, but what I find is that the bootloader on the Excite is locked, so no rooting possible.

Is there any sort of virtual machine that runs on Android such as VMWare or VirtualBox? I've seen links to installing Ubuntu on Android phones/tablets, but they all require a rooted device.

What are the chances that the locked bootloader will be unlocked by Toshiba in the future? And even if they make that decision, can an existing locked device be modified in such a way?
