Default Google Voice over Data Package?

Hey All,
Apologies if this has been asked/ answered.

So, I am on verizon with 450 min. and unlimited data. I want to drop it and go to T-Mobile's $30 100 min/ unlmtd plan. But, I want to use Google voice through the data package so I don't burn through the minutes. (use them for emergencies and such) I know I can make calls through GV with wifi, but can you run it through the data when you are not in wifi coverage?

Let me know if my question doesn't make sense. Thanks.

Use Google Voice with GrooveIP or a similar app to make VOIP (data) calls.

Yes, this.

There is a setting in GrooveIP you have to enable to allow it to makes calls over cellular data, by default it only works on wifi.
