Default Tablet with pre-installed Android Apps, How?

I have a a very basic question.

What will I need to do to make an Android App that can be pre-installed in an Android Tablet? Will making a .apk package be good enough? What is the process?

Pre-installed? You mean its there when people buy the tablet? You make an app, an apk package, then you basically pay off Samsung/HTC/Sony/LG/Motorola or the carriers a couple of million dollars to have your app preloaded on their devices.

If you mean pre-installed as in undeleteable, it has to be installed as a system app (i.e., under /system/app/).
