I am currently using the Twitter app and it never ever notifies me on new mentions, direct messages etc.

I have looked in multiple forums and haven't found an answer. When i go to my account settings it does not allow me to click on to the notification section. I have no idea why. I will include a link to an image so you understand.

Have you tried any other Twitter app? Short of clearing the data and logging back in, or deleting and reinstalling, I don't know what else to suggest.
