There are but not available on Play since it breaches Google t&c.
Im not sure of the rules on it here but a good app was posted on XDA recently

If you don't mind pushing a few buttons, YouTube Downloader for Android | Free software downloads at SourceForge.net works pretty nicely.

Im not sure about how the other app does it but ******** downloads the whole file including video even if you only want the music so it wastes storage space.
thats what i used to use though

To extract sound I think you do have to download the whole video FLV file. I've done it on a PC with Audacity by importing the video file. Audacity ignores the video data, and you're just left with the audio, which you can save as MP3, etc. I've sometimes done this for lessons with nursery-rhyme songs, where I just need the sound and not video. It's not circumventing DRM.
