You probably have the Android Market version. I uploaded the DB from the Amazon App store version. For whatever reason they store their DB's in different folders. The Android Market version stores it's data in the data/data/com.disney.WMW folder. Just put it there and it should work.
1) Make sure Where's My Water is completely closed by going to "Settings>Apps>Where's My Water" and selecting "Force stop",
2) On that same screen, click "Clear data",
3) Put "water.db" in "/data/data/com.disney.WMW/files/data" (you will have to create the last 2 folders),
4) Set permissions of "water.db" to "rw-rw-rw",
5) That's it. Go ahead and open the game now, it'll take a little longer to load but the save should work.
I used ROM Toolbox and I have a Galaxy SII I9100 running D4 Rom v10.
Or you can open water.db and edit it with an sql light browser like "SQLite Database Browser"
and edit the table LevelInfo and choose how many levels completed you want

The saved game posted here is a few months old, so they arent completed nor do they work as the structure of the svaegame has changed since then. i put it in both the locations listed in this thread and it still says 0
so if anyone has a 100% complete since last update plz let me know
