I think your best bet is Chromium or Ubuntu NBR.
And... Windows CE? Really? Who makes netbooks on anything other than XP/Win7?

Manufacturers in Asia are starting to export 7" netbooks with Android OS instead of WinCE. But searching, compiling and installing a version of Android for your netbook sounds like a huge hassle. Just buy a new netbook with Android installed. I think they're under $200--cheaper than cell phones! I'm giving away my Acer/WinXP netbook and buying an Acer netbook with Android. It's new, faster and although I'm comfortable editing operating systems for different devices, not worth my time and trouble. Boom-Done!

well now toshiba just announced their new android netbook. These netbooks are pushing android out of its comfort zone which I think is a good thing.
