Default GSM, Quad Band, Wifi, Phone Recommendation

I am looking for a recommendation for an Android phone that will work on AT&T's network. I plan to use the AT&T 0.10/minute pay-as-you-go plan. I'm a light phone user and will mostly be connecting through wifi, which should keep the need for voice minutes low. I do not plan to subscribe to a data plan.

Here are the parameters that I came up with:
- GSM
- Wifi
- Quad band, if possible
- GPS - does this require a cell or data plan? Having had GPS devices, I would think not, but I don't know if the wireless providers somehow route GPS service through their plans.
- 4G, very nice to have, but 3G should suffice
- Price less than $200

From what I have read, I can use an unlocked phone on AT&T's pay-as-you-go service.

Recommendations appreciated.
