Default Galaxy Nexus Location Issues

I'm having problems with my LTE Galaxy Nexus that I haven't seen posted anywhere yet. I live and work in the Baltimore, MD area. When at work, my phone will think I am somewhere else. This is without GPS and Wifi turned on. I've had my phone tell me that I am in Buenos Aires, Argentina, California and lately it has said I am located in Mesa, AZ. I know this happens because my WeatherBug app tells me my location and pulls down the local weather report and it will pull down the weather of other places instead of the Baltimore area. When I go to google earth or maps, it will also frequently place me in those out of state areas but there will also be times when the WeatherBug and Google Earth says I am in Argentina but Maps will say I am in Maryland.

Has anyone else experienced this problem. Oh, and the kicker is that I've already gotten a replacement phone for this problem and the replacement does the same thing.

Do you have any location services allowed in android. If you want google nav to work, you will need to turn on GPS (i think, not sure about cell tower triangulation).

At least with weatherbug, you can set a location for your weather manually. This I know can use gps or cell tower location for automated location.
