If you get tower trouble in your area, you can go on roaming and not realize it (example, if you have Sprint, you can end up using Verizon towers) - then when you call long distance or international, your rates may skyrocket, as you've found.
Many phones have a way to warn you if you've hit roaming, try looking under your main Wireless settings.
I think you might want to consider that regardless of your carrier - $14! Ouch!
