Yes you are correct, at&t (hsdpa 850/1900/2100) and t-mobile (900/1700/2100) use different frequency bands...but bands differ from phones
When purchasing an unlocked phone, you have to find out which frequency band the phone uses so you will know if you will be able to access the phone's 3g capibilities, if you are say with T-Mobile and get a phone with only frequency bands for At&t, you will only be able to access Edge, and will not be able to access 3g (iPhone users who are on T-Mobile only get Edge)
