You mean connect the phone as 'Disk drive' to a TV's USB like an USB stick?

It is possible if your TV has the codec to play the video file.
But most TVs are very spartanic with their video player's codecs and will play only a few video types.

It would be iffy. Only a few phones currently offer any type of host mode out of the box and of those, i don't know if they supported powered hubs. Or, you'd have to find or build a custom rom with the proper drivers for both the hub and drive you wanted to use.

Personally, I do it wirelessly. I put the video files in a network share and browse to the share using ES File Explorer. Much simpler and I'm not tethered to a drive or wall socket.

I understand

For to connect an USB disk to the phone the phone has to have an USB Host.

Most phones only have an USB client.
Some (Samsung) phones have host and client.
So have most tablets.

EDIT: ... Oh, I see ... I'm some of late with my answer

You might have look at your phone's specs for the "USB On-The-Go" feature.
This means a phone has both USB host and clint mode.

it is like there needs to be a "controller" for the connections. maybe there
is a little USB hub thingy that can control the things. if involve a pc defeats the purpose of having little things.
