Default Local (only) network hub 192.168.x.x etc.

Greetings Android Meriterati,

I would like to use my phone as a (wireless? wired via USB?) network hub.

I don't need (nor do I want) a WAN connection to the wider internet. I just want a local network so I can connect to a web server on a laptop. I'd like to browse a "web" page served by that laptop, using the browser on the phone. It'll run javascript to grab the GPS coordinates and upload them to the laptop on said local network.

Is this possible?

I've used the Mobile AP option, but it won't start unless I have the data plan enabled and an active connection to the WAN.

Ideas for me?
