Thumbs up Network can't bar data connection - workaround?

i'm trying to bar/ block the data connection completely on an Android device so it can't be re-enabled easily by the user.

Initially I though this could be done by the network provider, but apparently not?

Any ideas how this could be achieved?

Buy the user a phone with no data ability if you want to be that cruel....

Get a Galaxy Player. Just like a 5inch S2, but with no network capabilities.

I have the handsets already.

They're for business, a few rang up a $700 data bills apparently due to apps running in the background users weren't aware of. It would be better if the data was disabled altogether & hard to re-enable if there's a way?

If you turn off background sync, and turn of network data in the settings, it wont connect to the internet unless the user turns them on himself.
